Stalking

In general, stalking is not a clearly definable single offense. Stalking has many manifestations that consist of a series of offenses over a longer period of time.

The behaviors of stalkers range from

  • unwanted phone calls and
  • written messages to persecution,
  • observation and surveillance,
  • threats,
  • damage to property and
  • psychological and physical acts of violence.

Stalkers force their contact on victims in order to exert power and control. Stalkers are often acquainted with the victim and many stalking cases develop from (ex-)relationships.Anyone who is persistently and unlawfully followed, harassed, threatened or terrorized by stalkers can report this to any police station as a criminal offence.
