Victims' Commissioner

Barbara Havliza is the Victims' Commissioner for the state of North Rhine-Westphalia. The Victims' Commissioner is the central point of contact for victims of criminal offenses and violence and their loved ones.

In particular, she supports victims in individual cases and in major loss situations and informs them about their rights and assistance options. She promotes cooperation between victim support organizations and provides networking services.

The Commissioner advises the Ministry of Justice on fundamental matters of victim protection and works on the further development of judicial victim protection.

The Victims' Commissioner is independent in the performance of her duties and is subject only to the law. All members of the team are sworn to secrecy.

Victims of criminal and violent crimes and persons close to them can contact the Victims' Representative directly with any concerns. Third parties can also contact her in writing or by telephone with suggestions and information on fundamental matters of victim protection.
